My first thoughts involve that it is something to look through, and perhaps a kind of measurement. Others follow similar lines, focussing on ballistic range finding. I see no need to confine to only military use; measuring is useful everywhere. However as has been pointed out, the hole sizes are not standardized so that doesn't seem likely.

What everyone is overlooking is all these objects have common craft, but it is the gauge of the holes, especially those with a different gauge on every face that is the clue of what is hiding in plain sight… official coded messages. The dodeca objects assist with the rod size for decoding.

It has always been a thing to hide decoders in plain sight to conceal them.
